Dependence Test Before Submitting an Online Permit Application
Before submitting an application, you must ensure that the patient meets the eligibility criteria for the permit. The applicant must undergo an ADL test by the National Insurance Institute, which examines their health status in two aspects: cognitive and functional ability in daily life activities:
- Getting in and out of bed independently
- Preparing and consuming nutritious meals independently
- Controlling bodily functions
- Moving independently at home
- Dressing and undressing independently
- Bathing independently
The dependency test evaluates whether the individual can function independently or requires a full-time caregiver. Permits for foreign caregivers will only be issued to those assessed as needing continuous care.
Submitting the Application Online Without Leaving Home
In the past, any matter related to entry permits or employing foreign workers in Israel required a physical visit to the Population and Immigration Authority. Today, you can submit an application for a permit to employ a foreign caregiver online from the comfort of your home. This online service is available to patients, their immediate family members, private agencies, and authorized representatives.
The service is free of charge, but there are associated fees for the permit application and the dependency test. The fee for a caregiver employment permit application is 340 shekels, and the dependency test fee is 330 shekels.
What Do You Need Before Submitting the Online Permit Application?
Before submitting the online application, prepare the following information:
- The patient’s ID number
- The issuance date of the patient’s ID
- The patient’s birthdate (if unavailable, use 01.01 and the birth year)
- For inquiries regarding a humanitarian committee application, prepare the foreign worker’s passport number for whom the permit is being requested
Important Notes
- Patients with high incomes who are not eligible for allowances from the National Insurance Institute can still request a dependency test from the Nursing Department.
- If the patient cannot function as an employer of a foreign caregiver, a legal guardian must be listed on the online permit.
- The Nursing Department will send a response to the permit application by mail.
- After receiving the caregiver employment permit, register with one of the authorized private agencies that handle foreign workers.
